A What Military Action?

How is it that I’m supposed to believe that bombing the capital of a sovereign nation and destroying government buildings is not an act of war?
If some other nation were to start dropping bombs on Washington, surely we wouldn’t say “don’t worry, it’s not an act of war. It’s a kinetic military action.”
You’ll also notice the Times is very careful not to use the “W” word in deference to our supreme leader.
